PEMS has been selected by the Board of County Commissioners as the System Administrator for emergency services in Pender County. We cover the entire county with paramedic service, supplemented by a contract with Union Rescue for EMT Intermediate-level service the Willard area.
Our Administration has the following goals:
Overall, PEMS works for the citizens of Pender County through the PEMS Board of Directors and the Pender County Commissioners. To ensure broad representation, the board of directors is made up of three full-time EMS employees, two volunteer or part-time EMS members, and five citizens from the community.
Our EMS Chief has overall responsibility for the organization. The EMS Chief works closely with our Medical Director, who provides medical oversight, and is ultimately responsible for the emergency medical care we provide. The Chief Financial Officer, Training Officer, and our administrative staff report to the EMS Chief.
Two Deputy EMS Chiefs provide operations oversight and long term planning, and they also “work the streets”. They provide mid-level management and guidance to all field personnel.
There is one Captain, one 1st Lieutenant, and one 2nd Lieutenant on each of the three shifts to provide first-line, 24 hour supervision to all aspects of our operations. There is also one PTS Captain to coordinate our non-emergency medical transport service.
All supervisory personnel from Captain and above are Paramedics. Our 1st Lieutenants and 2nd Lieutenants are Basic EMT's to Paramedic's cross-trained in each of our specialized fields, including EMS, heavy rescue, water rescue, and search and rescue.
